You’re not allowed to set up as a centre offering exams to the general public, but you can offer an exam as part of a course in your school, university, etc (as we did in my school). You’ll need to contact your local Cambridge English (exams) representative or local agent, such as Eiken in Japan or part of Samsung in Korea. Which country are you in?
